This Regulation establishes the requirements for training, accounting of sea service, conducting qualification tests for obtaining a diploma, the procedure and timeframe for issuing diplomas, the circumstances under which a sailor can obtain a diploma without restrictions, the recognition of diplomas if they were issued by a foreign state, as well as the qualification certificates and confirmations necessary for working on tankers (oil, gas, chemical), and the certificates of qualification for ship cooks required for work.
